Toward a Regional Security Architecture for the Horn of Africa - Phase II

The Horn of Africa region has endured decades of destruction and human suffering due to long and interrelated wars. Moreover, conflict in one country tends to affect its neighbours, mainly through the flow of refugees and weapons.

Building on work carried out during Phase I (100913), researchers will analyze the effectiveness of existing institutions in dealing with threats to human security in four cluster areas. Then, they will engage policymakers, academics and civil society organizations in developing a framework for mutual security.

The idea is to foster a political culture in which security is enhanced by public discussion and involvement, to build an effective architecture for mediating political and social disputes, and to prevent the re-emergence of armed conflict in the Horn of Africa.
