In less than a decade, thanks to Seguro Popular, a national health insurance program introduced in 2003, every Mexican is now covered by a public insurance scheme. An IDRC-funded project in Asia found that distance education can be as effective as traditional face-to-face education in delivering quality teaching and a good learning experience. But few of these provided an opportunity to engage with institutions in developing countries.
