Promoting Research for Policymaking under Decentralization in Peru (CIES)

Major reforms in governance carried out in Peru during the early 2000s saw the decentralization of functions and resources from the central government in Lima to elected regional governments. Today, regional governments account for the majority of public investment, but show limited capacity to cope with the responsibility. Moreover, capacity for research and evidence based policymaking remains weak outside Lima. This grant will allow the Consortium for Economic and Social Research (CIES - Consorcio de Investigación Económica y Social) - a network of 44 thinktanks in 12 regions of Peru - to continue funding social and economic research with a focus on growth and equity, and to connect research to policy with renewed communications capacity. At the same time, the Consortium will step up its efforts to strengthen the research capacity of research centres in the regions, and endeavor to find additional sources of funding for its research competition.
