Institutional Support : Institute for Policy Analysis and Research (IPAR-Rwanda)

The Institute for Policy Analysis and Research (IPAR-Rwanda) is a not-for-profit independent think tank and the only policy think tank in Rwanda. After a long period of gestation and a number of false starts, IPAR-Rwanda became operational in May 2008. The Institute seeks to provide independent research-based viewpoints to the policymaking process in a country with a very small pool of qualified researchers. IPAR-Rwanda enjoys enormous good will on the part of its stakeholders and a strong working relationship with the Government of Rwanda. This grant from IDRC's Think Tank Initiative (TTI) will allow IPAR-Rwanda to strengthen its managerial and research capacity by means of a mentoring program for managers, researchers and support staff. This will include formulating a set of organizational goals and establishing a monitoring system to assess progress toward those goals. The idea is to enable IPAR-Rwanda to provide the government with rigorous, high-quality, policy-relevant research.
