Developing Evaluation Capacity in Information and Communication for Development (DECI)

The nuanced ways in which information and communication technologies (ICTs) interact with developing country societies necessitate thoughtful, systematic evaluation of their effects, grounded in the concepts of utility, outcome and ownership. This grant will allow Developing Evaluation Capacity in ICT4D (DECI) to train existing ICT researchers and evaluators in utility-outcome-ownership-based evaluation as applied to ICT4D (information and communication technology for development) projects in Asia. The analysis will focus, first, on evaluating the outcome of individual ICT4D projects and, second, on documenting the evaluation process across projects. Researchers will endeavor to ascertain whether and how ownership of the evaluation agenda by project partners affects the use of evaluation in a development research context.
