This Forum was held on June 2 2009 in Zurich, immediately prior to and in the same venue as the annual conference of the International Competition Network. It addressed special policy measures in the context of the global economic crisis from a competition perspective and examined their impact on development. The credit crisis and the downturn in the real economy are evidently weakening governments’ commitment to competition principles worldwide. Both developing and industrialized country governments are forcing mergers, bailing out failing firms, rolling back procurement rules, requiring banks to allocate credit preferentially to domestic firms, and authorizing new state aids at dizzying speed. These measures are likely to be damaging to national economies, and stand to distort trade and impede development. Their extraordinary scale and range is reversing decades of slowly-won competition norms and guidelines. This Forum provided a unique opportunity for practitioners and academic experts to document the incidence and assess the character of special measures from a competition perspective, to examine their impact on development, and to discuss ways of rescuing competition principles from further erosion during periods of crisis.
