Issues in Assessing the Policy Influence of Research Fred Carden 2004-06-22
The first part of this paper explores the origins of the study, the gaps in evaluation methods relevant for such a study, and outlines the process behind the design of this evaluation.  It includes a look at the issues of attribution and time, and how they impact on evaluation conduct and findings.  The second part of the paper outlines how we dealt with these issues in the design of the study and the rationale for the approach used.  It goes into considerable methodological detail: the intent here is to make the method available to others and to contribute to the growing interest in this domain of work.
