Abstract
Local governments and coastal cities in Southern Africa face a serious threat associated with climate change. Current climate change projections indicate that temperature increases, rising sea levels (permanent and temporary), changes in precipitation, and extreme events (floods, droughts, high winds) are likely to occur. These events are likely to have the greatest impact on those with the least access to infrastructure and services, the poorer sectors on the urban fringe. This project aims to design a framework for managing increased risk from climate change by applying the well-tested principle of locally designed and locally owned projects for the common good, as practiced by Local Governments for Sustainability (ICLEI). The project is expected to lay the groundwork for a local climate change adaptation strategy and action plan for each of the five urban centres under study: Cape Town (South Africa); Dar es Salaam (Tanzania); Maputo (Mozambique); Windhoek (Namibia); and Port St Louis (Mauritius).
