Addressing the Climate Vulnerabilities of Urban Africa

In September 2008, the CCAA program issued a call for proposals to address climate change vulnerabilities in urban Africa. The call elicited a broad and exciting range of ideas and approaches from across Africa and overseas. From this competitive field, ten proposals were selected and proponents invited to take part in an intensive process of project development.

With the addition of two final approvals in October 2009, a total of eight CCAA projects resulted from this call:

Selection process
 
This call for proposals closed on November 30, 2008 and the program thanks all those who submitted proposals. A total of 123 were received. After screening against the basic eligibility criteria, 83 proposals were sent for external review by 32 technical experts, using both quantitative and qualitative assessment criteria.
 
Successful proposals were chosen mainly on the basis of:
  • the significance of the role to be played by African organizations in project development and implementation;
  • consistency with CCAA objectives and the research themes identified in the call;
  • the scientific merit and potential contribution of the proposed research to building capacity among African stakeholders;
  • evidence provided of strong participatory processes and management capacity; and
  • solid justification of a budget that fell within the guidelines provided.
40 proposals did not make the basic selection criteria, either because they were incomplete; did not meet the identified objectives, themes or duration; or did not significantly involve African organizations in research to be carried out in Africa.
