The Context of the Project:
 
This project seeks to help achieve universal affordable access to broadband information and communication technology (ICT) infrastructure in a number of countries on the East and West coasts of Africa. It will do so by building regional ICT for development (ICTD) research and advocacy networks in Central, East and West Africa. Researchers will undertake country case studies of telecommunications reform, identify obstacles to affordable access, and draw recommendations for policy change and advocacy efforts to that end. The idea is to build a sound platform for the effective use of ICT for development.

Project Objectives:

·        to conduct research that will identify obstacles to universal affordable access to broadband ICT infrastructure in a number of countries and sub-regions in Central, East and West Africa and to develop two sub-regional ICT policy advocacy networks that will disseminate research and undertake advocacy on ICTD and access to infrastructure at the sub-regional level, in order to create a sound platform for sub-regional connectivity in Central, East and West Africa that will provide a platform for the effective use of ICTs in development processes.

·        to support research projects on access to ICT infrastructure and ICTD;

·        to disseminate and discuss research findings based on the situation on the ground and link them with ongoing initiatives (both own and other research);

·        to explore ways of using research findings to inform policy advocacy initiatives;

·        to link research findings with advocacy using a gender lens and gender evaluation methodology; and to undertake policy advocacy initiatives at the sub-regional level and to support policy initiatives at the national level.
